Изследването разглежда политиката на САЩ за създаването на Североатлантическия пакт. Авторката показва, че през 1945–1949 г. управляващите кръгове на най-голямата капиталистическа държава разработват теоретически и осъществяват на практика основите на американската блокова политика: още през лятото на 1946 г. те утвърждават програмни документи за нея и обмислят проекти за военни блокове в мирно време и за постепенно придвижване към конфронтация със социалистическите страни. Администрацията на президента Труман, с подкрепата на Републиканската партия, завършва предварителната подготовка на пакта през 1947 г. През 1948–1949 г. САЩ изграждат основата на западната военна интеграция чрез дипломатическо въздействие върху западноевропейските държави, политически натиск и военни демонстрации. Създаването на Североатлантическия блок завършва първия етап от военната интеграция на капиталистическите страни под американско ръководство; според авторката този съюз не може да прикрие антикомунистическия си характер и е реална опасност за мира.
