Авторът разглежда икономическите и политическите аспекти на американската политика по време на неутралитета и след влизането на САЩ в Първата световна война. Специално внимание е отделено на мирната програма на президента Удроу Уилсън – нейното създаване, борбата за нейното прилагане на Парижката мирна конференция, която довежда до създаването на Обществото на народите, и нейния неуспех в САЩ, след като Сенатът отхвърля ратификацията на Мирния договор от Версай заедно с приложената харта на Обществото на народите.
