Политиката на Уинстън Чърчил за Съвет на Европа през Втората световна война

Като министър-председател на Великобритания (1940-1945) Уинстън Чърчил посвещава значителна част от усилията си на изграждането на специална европеистка организация, наречена „Съвет на Европа“. Тази изненадваща насока на политиката му е резултат от засилената пропаганда на хитлеристка Германия за обединена Европа под нацистко господство и от намерението на Рузвелт и Сталин да неутрализират европейското влияние в света. Заради вярата си в националния суверенитет Чърчил е противник и на идеите на Съпротивата за европейска надднационална федерация. Използвайки плановете на Форин офис за европейски конфедерации, той предлага Съветът на Европа да бъде организация от 12 държави и конфедерации, всяка с по един представител. Съветът на Европа е трябвало да бъде подчинен на Върховен световен съвет, чиято главна цел е да опазва мира след войната. Между 1942 и 1944 г. тези идеи са изразени в няколко меморандума, една реч и един много важен разговор с американците, но не са имали шанс да се осъществят заради решителния руски (и американски) отказ. Въпреки това в Техеран и Дъмбартън Оукс Чърчил полага отчаяни усилия да убеди военновременните си партньори, че обединена Европа би била в полза на мира. Така Чърчил дава знак за бъдещата си европеистка дейност и за реалното създаване на Съвета на Европа през 1949 г., което го прави един от бащите на европейската идея.
