Human rights as a social conquest of the mankind and a social responsibility of the citizens and governments

Abstract

Study presents different points of view about human rights ’ nature, specificity and variety. The special stress is put on the role and functions of ombudsman services as a present-day form for the human rights defense at the national and the European level. Human rights in Bulgaria and their defense are one of the subjects of analysis. Study finishes with comments on the aims of the UN Millennium Development Goals (as a social responsibility of the governments) in the context of Human rights and the results of goals ’fulfillment till now.
