Настъпи моментът за фундаментално преосмисляне на ролята на ядрените оръжия в националната отбрана и в състава на сегашните ядрени сили. Студената война свърши, но тя бе заменена от нови заплахи за националната сигурност. Технологиите непрекъснато напредват, създавайки както опасности, така и възможности за основните участници. Този документ анализира бъдещата роля на ядрените оръжия в националната и международната сигурност, описва ролята и ограниченията на напредналите конвенционални оръжия за посрещане на стратегическите нужди и предлага няколко алтернативни сценария за бъдещи ядрени сили.
