The study, based on primary archival sources and press, reconstructs the political struggles in Bulgaria between the governmental party, the Democratic Entente, and the opposition for the establishment of control over the municipal government. It reveals the combination of political means through elections and administrative pressure via the police and the dissolution of municipal councils and mayors. In the years 1926–1928, the regime relied more on the political influence of the Democratic Entente and on political means as a whole. This policy was successful because of the sharp contradictions between the opposition parties and the outlawing of the Communist Party. The process of establishing a broad opposition coalition under the pressure of the leaders of the Democratic Party, the legalization of the Communist movement as a Workers' Party, and the beginning of disintegration within the Democratic Entente resulted in the implementation of more administrative pressure after 1929.
